Question on Edicts, Festivals, etc.

I think I know the answer to this one, but I'd like some confirmation.

I know that the effects of buildings (+1 Econ, -1 unrest, and so on) are one time things.

How about the effects of edicts. Both positive and negative. I am assuming that they go into effect each month. Or, when you issue a promotion edict, does it only take effect for the month it's issued, and nothing else happen until it changes?

Like I said, I'm pretty sure it's a repeating thing, but I want to be sure.

I'm pretty sure building bonuses for everything stay constant as long as you have the building (Unrest being the one notable exception). You're right on Edicts - the effects last as long as you keep paying (or not paying) for them.
