Overpowered. Why would you need another feat that adds plusses to attack? The way I see it, at high levels fighter types either hit or hit or hit. Or they roll a 1. Your feat wouldn't change that.
Against low level mobs, it wouldn't.
Assuming your fighter has a 55% chance of hitting your BBEG on his first attack fully buffed, using this feat would make the chance of hitting him on the first attack 35%, then 10% then 5% for all the other attacks, as opposed to 55%, 30%, 5%. It would change that. Amd it would be a bad tactical choice, spending a feat to have a pitfall to avoid against BBEG.
Against similar level targets, it would vary.

Attack bonuses scale up faster than armor bonuses, so at some point you will be hitting with all your attacks anyway. And at that point, any damage increases are pretty much without a downside. With your feat, a 2h weapon PA math would move from +6/+18 to -10/+30. It's a loss of 4 attack bonus (irrelevant to a lvl 20 full BAB class, really) and +12 damage on attack, not even factoring the crits in.
2h weapons don't need any extra love, they're powerful enough.
