Lucian bounds up the, catching up with the escaping thug at the top of the stairs. Lucian swings, slashing into the thug's back.
Keiran runs up after Lucian.

Tayllon heals Derryn again.
The bandit downstairs frantically bats at Bear.

Bear flinches away and snaps at thin air.
Derryn enters and makes his way up the stairs.
The thug at the top of the stairs turns and swings at Lucian ...

Lucian runs his sword through the man, who collapses dead onto the dirty floor. Below, Bear's opponent drops his sword and begs for mercy. As it turns out, Bear only understands the words of his little master Tayllon. So it gobbles the thug up, savoring every meaty chew.
As suddenly as the battle began, it ends. Outside, the remaining gangsters flee into the Cairnlands.
The upper level of the tower was once a platform for the siege tower. There is a short gangplank that leads out into thin air. The coast can be seen clearly from here. Scattered about the room are lanterns with glass coverings of different colors. There is also a desk with a book and a scrap of paper.

The book is in antiquated common and is hard to decipher. The scrap of parchment is recently written, and is a sequence of lamp signals to call off the 'Silent Tide'.
Keiran says, "I think we may be able to stop this. From what I can understand here, if we follow this sequence, we'll call off the 'Silent Tide'."
Does Keiran understand it well enough to explain the sequence? If he does, then he instructs the party on what to do.

I thought I should inform you all that both of my computers are riddled with viruses and I will likely end up having to do a clean install of windows. I'm pretty busy with work and have to do that in my free time, so just in case I disappear for a couple of days now you know why. Tayllon will obediently follow any instructions to the best of his ability.

Following the instructions on the parchment, you help light the lamps and hold it out of the gangway in the specified sequence. In the distance there is a late-morning fog which has been steadily creeping out from the bay into the city. Suddenly it halts and retreats, quickly dissipating into nothingness.

You and your weary companions leave the tower and begin the short hike back into the city. It is afternoon by the time you reach the flooded streets of the Puddles district. The folk there are perfectly unaware of the supernatural disaster you have saved them from.
You meet Yargos Gil in the very tavern he was abducted from last night. He is ecstatic to see you all.
"You did it! By the gods you did it! You saved all of Absalom from the Silent Tide!"
The barkeep looks knowingly at Yargos, as if he had a few too many drinks already.

"Not all. We rid Absalom of Nessian's foolish games and put an end to the potential threat of this Silent Tide. There is balance in all things, a natural order that has been restored against an unnatural darkness."
Tayllon scowls at his empty tankard, and Bear gives him an innocent look.
