I can see that in a PFS Scenario a wizard doesn't need to pay the purchase price of a scroll in order to scribe it in their spellbook. My question is if this is only the case if they are doing the research and writing the spell into their book during the session? Do they have to pay the purchase price if they want to do this between sessions?

A wizard needs to spend the time before the scenario group ends to make the appropriate checks for any scrolls found during that scenario. He may not do that for a previous scenario.
