Masterplan is a software package (free) that you can use to pretty much manage your D&D campaign.
The Data entry for the Encyclopedia includes HTML code so you can build a reasonable Encyclopedia of Text embeded with images (and in all likeyhood other stuff).
The problem is with building Monster manuals you pretty much are given no intel on how to build your own libraries and must accept wotc sourced libs.
Anyone with experience on library (.lib) writing?
