It's very likely that my players in an upcoming Golarion game will have a run in with Mengkare on Hermea. Just to clarify... is it meant to be up to interpretation whether Mengkare's "Glorious Endeavor" is actually good-intentioned, or is Mengkare out-and-out a Big Bad Good Guy. The assumption would be that he, a Gold Dragon, would be Lawful Good, but Hermea is stated as being a Neutral nation. As I'm planning him right now, I'm essentially making him Jacob from LOST, but a dragon.

The comment about those who are allowed to 'walk away' being rumored to be found later as charred corpses washing ashore certainly suggests that Mengkare isn't the most benevolent of rulers (or tolerant of failure or dissent), but it's not explicitly said that Mengkare is directly responsible for such matters...
I like that it's left open. Mengkare might be all blameless and pure, and the fiery fates of those who leave the result of shamed families seeking to eliminate any failed offspring not merely from their society, but from existence, as if to atone for siring such a reject by making them 'never was.' Or he might be a literally *draconian* ruler, merciless and culling weakness in an attempt to strengthen and better the humans of Hermea 'for their own good.'

I like the idea about Mengkare (personally or via minions) "culling the weak for the greater good"; for example, Big M might not know all the dirty details how his minions/lieutnants/viziers deal with "failures", or he might be totally obsessed by what he sees as his shining goals ("Whatever questionable things I have to do, will result in the evolution of the whole mankind; therefore, my actions are acceptable!").
