It's not d20... but I've heard some positive things about Victoriana...

Actually, neither were mine, but I assumed you were looking for setting and background, not adventures, and good fluff is good fluff regardless of the system for which it was written.
Actually Masque is D20. And I hghly reccomend it for inspiration's sake. The classes ar horribly uninspiring and skill list can be yoinked nearly as is (it has very little that needs to be changed).
Gaslight, If you are looking at the extreme end of the scope, you might want to look at Dragonstar and Dragonmech. As search on mamazon.com should turn these up. Also, Midnight from Fantasy Flight captures the flavor of it qell too (imo).

Was not. OP was very much not specific about mechanics, but just asked for a Victorian "feel" ... aka "fluff". Never says "d20" anywhere in the post.
Besides, I still argue that mechanics are pretty much irrelevant for setting, except when they are inexorably tied together with concepts that are so setting-specific that they are difficult to replicate with "standard" rules from other settings.
Mechanics are for adventures, "fluff" and "flavor" is for settings.
