"Core" being what Paizo assumes you own when they release APs and modules? Paizo considers core to bethe Pathfinder Core Book and the Bestiary, nothing else.

If you are talking about Organized Play then there is a guide for what is legal and Wayfinder isn't on that list.

Wayfinder is not core. Nor cannon. But we love to see our friends making cool stuff for our setting. You can't beat the price either! :)

Alas, none of Wayfinder's material is core, and cannot be used in PFS org play. In home play, by all means go for it, and please let us know in the associated product threads!

Wayfinder is definitely usable for home use. But if the question is whether you can use it for Pathfinder Society, until it's listed as an allowed source in a Campaign FAQ, the answer is no.
