An NPC characters lvl's seem off (spoilers)

Just been reading through the thrice dammed prince (great book by the way) and something seems very off about Melavingian's CR it says he is CR 14 but a barbed devil's cr is 11 then throwing in 7 lvl's of cleric (even taking into account the -1 to cr which im not sure applies in this case seems to indicate to me he should be a cr 17 creature. Am I missing something about all this?

Cleric levels are non-associated for a Barbed Devil, as per the Bestiary.

So:

Barbed Devil CR: 11
Cleric levels 1/2 x 7 = 3
TOTAL: 14

The -1 applies only to creatures with no racial hit dice.
