Alright, I know this might sound like a stupid question, but will material released under the Pathfinder Roleplaying Game Compatible licence be open for use in Pathfinder Society, even if only on a case by case basis?
This question came to my mind after looking at some of the previews for Adamant Entertainment's Tome of Secrets. Some of the stuff in there is looking pretty solid.
I can obviously understand if the answer is "no:" approving material outside the Pathfinder core would be a hassle since the people in charge of running the Society would suddenly have to inspect all the material for any material that may potentially break the balance of the Society. I'm just speculating, I guess.

Nope. v 2.0 of the Guide book will, however, note non-core rulebook materials that are legal from other Paizo products.

Will the Daivrat P-Class from the Qadira sourcebook be open?

I remember the 8/1 date. Of course, now that I've had my wife read about the different races and classes in Golarion, she's constantly "confirming" that she'll be able to plan her character this weekend. Of which I have to answer, "You'll be able to AROUND the 1st. Not necessarily the 1st." Four hours later, she'll reconfirm the 1st. LOL

"Around" is a really important word here. The doc is in layout, needs editing and some Erik Mona changes inputted, and then needs my final read through and final layout passes before it can be unleashed. This could happen today. This could happen Monday. "Around the 1st" is still my target. :-)
I have five slobbering players eager to get their grubby paws on this. ^_^

We'll get there when we get there!
No rush. Seeing as the actual rules aren't going to be out in more than a week I see no reason to hurry about this. :)

During the next 24 hours would be ideal, since that would mean the new rules would be out before Ropecon in Espoo, Finland, this weekend.
Ropecon is the biggest role-playing convention run by a non-profit organization in all of Europe with an annual attendance of around 7000-10000 people for the whole weekend. We're running Pathfinder Society scenarios there pretty much non-stop.

I don't think you'd be able to use them anyway. Since they'll outline rules for season 1, character conversion, etc, they probably won't go into effect until the 13th.
