In the Spell Compendium, Resurgence is explained thus:
Level: Blackguard 1, cleric 1, paladin 1.
The subject of a resurgence spell can make a second attempt to tsave against an ongiong spell, spell-like ability, or supernatural ability, such as dominate person. If the subject of resurgence is affected by more than one ongiong magical effect, the subject chooses one of them to retry the save against. If the subject succeeds on the saving throw on the second attempt, the effect ends immediately. Resurgence never restores hit points or ability score damage, but it does eliminate any conditions such as shaken fatigued, or nauseated that were caused by a spell, spell-like ability, or supernatural ability.
If a spell, spell-like ability, or supernatural ability doesn't allow a save (such as power word stun) then resurgence won't help the subject recover.
As written, Resurgence could technically be used to break petrification effects (as from a gorgon, for example) that normally need something like Break Enchantment or Stone to Flesh. Doesn't this seem somewhat unbalanced, to undercut 5th and 6th level spells with a 1st level spell which will (eventually) be able to counteract an otherwise major and permanent effect?

I don't know about the Gorgon, but I know it wouldn't work against the spell Flesh to Stone (which I recommend the Gorgon's breath and Medusa's gaze effects be based on).

Emphasis mine. The target is transformed to stone at the time the spell is cast, and the magic disappears. There is no 'ongoing effect' to reroll against, effectively, you'd be casting Resurgence on a stone statue.

One problem with Resurgence is that it does work on lycanthropy. This allowed us to beef up the affected character enough that he could only fail the new save on a 1. The DM allowed it, with the limit of only 1 resurgence per effect, but one of the other players thought it was a cheap out considering that normally only a 10th level caster can normally cure lycanthropy.
