That's an Uncle Sam costume. I think the make-up is just corpse make-up. (You an also see it on the feet.)
The one with the clown behind the sheet reminds me of Pennywise from It.
I like how they're all scary things you can be familiar with. Fear of the basement, the attic, the closet, clowns, werewolves, bugs/spiders, and so on.
I think I'll get some prints of the one's with the little girl and put them up in my daughter's room, she's 4.
