I guess it depends on your definition of "right."

HERO does quite well (better than D&D/d20) with several different styles and magic systems. It's also much easier to design new "spells" and magical powers. It's weakest when you try to use it with the D&D/d20 Vancian spell level/spell slot model or in a campaign where characters advance in power in fairly large amounts instead of incrementally.

You can do it, it just doesn't play to HERO's strengths (IMO).
