I've heard about people doing stoooopid things, but I hadn't actually seen this particular demonstration of mental inacuity until today. A lady in her SUV (and on her cellphone) turned left...from the right-hand turn lane, cutting across four lanes of moving traffic to do so. How she avoided causing a major accident is beyond the realm of physical laws to explain, so I must assume some sort of divine intervention. What in blazes goes through someone's mind to make them think that's a reasonable thing to do???

I think I found the mistake in your assessment. Let me fix it for you:

Think. Go through someone's mind. Those two ideas you used are erroneous. Functional brain doesn't mean functioning brain.

No idea.
A similar story, this one involving pedestrians:
Last night at about 9:00 PM, I was leaving the parking lot of the local Stewart's convenience store (my home away from home), and nearly collided with an old man walking down the middle of a (relatively) busy thoroughfare. I recognized him from many a late night at Stewart's, and rolled down my window.
ME: "Hey, man, sidewalk's over there."
OLD GUY: *takes drag on cigarette* "Oh, yeah. I forgot. Thanks, dude."
That was my surreal experience for the day.
