I followed the Civil War but read just the Civil War comic and none of the spin off or side treks into other comics. I knew that Cap was assassinated. But now I hear of a "New Captain America"? Over heard someone say that the new Cap is Bucky (who died in 1945 on the buzz bomb). Please help me make sense of this...

Well that's about all ya really need to know Jib. Cap died, the Punisher donned a Captain America/Punisherish type costume for a bit, then Bucky took up the mantle.
Now we what we should be talking is the Dark Reign Arc that's coming up! I mean the Dark Avengers! Who's with me... Who's... with... Why are you all looking at me like that <_<

I was (and am not) happy at all that Marvel killed off Steve Rogers. I've been following Captain America for decades, and then... what?
But, BuckyCap is an incredible character. As a fan, I wouldn't want any other person (if it couldn't be Steve) to take up the Captain America persona. I am in awe of the new character and the stories so far.
Equally, the Marvel superheroes have instantly accepted Bucky as the rightful heir to the mantle. I love the dialogue in New Avengers 48:
Spider-Man: This--This is Captain America's house?
Wolverine: Yup.
Spider-Man: And that guy at the fight.* He's the new Captain America?
Ronin: Yup.
Spider-Man: Do we know who he is?
Wolverine: Bucky.
Spider-Man: What's his adult name?
Ronin: Bucky. Cap's old partner. He's Cap now. This is Cap's place.
*The final battle of Secret Invasion.
I love the under-played acceptance of Bucky and their immediate acceptance to follow him, even though Bucky himself has his issues to deal with.

How did Bucky come back to life? And why didn't he age? He was a normal teen during WW2 with no super powers...
Long story short.
After the plane blew up that put SteveCap into suspended animation, a Russian Submarine found Bucky floating in the sea. They got him, put a bionic arm on him (hence the red star on his shoulder). They would put him in suspended animation in a cryotank (think sleeper ship type thing) and thaw him out when needed. They changed his mind while he was in there so Bucky thought he was always the Winter Soldier and not anyone else. Later when he tried to kill the Red Skull, SteveCap saw him, swore it was Bucky, and during an adventure with the Cosmic Cube, SteveCap put Bucky's mind back to normal.
Bucky doesn't have any super-powers. he's just a really fit guy in the vein of Dick Grayson (more agility, less strength), except for his arm.

While I must admit that the whole "Russians made an American Super Hero" theme seems a little weak it does have me interested. Does Bucky/ Cap have the shield?
I sure would like to see Steve Rodgers return as Cap. Do you think it will happen? I always like Captain America and considered him to be one of Marvels "High Level Characters" if you know what I mean.
What happened to Cap's GF who did him in?

Yes, Bucky has the shield. Sharon Carter I think went off the radar, as there wasn't exactly a place for her in SHIELD after other recent events, but we'll see.
As for Steve Rogers returning . . . Death is something of a revolving door in comics, so it's certainly possible.
I personally think that Bucky's doing a surprisingly good job here. And the fringe benefits of his position (aka Natasha Romanov) are certainly up there;)
