Is it possible to sticky a thread (perhaps non-reply) explaining that subscriptions can be suspended - and later reactivated - as opposed to cancelled please?

Actually, we're going to be changing and clarifying that policy in the near future, so now may not be the best time.
We intended suspensions to help out folks who are having temporary economic hardships or other good reasons why they need to delay shipping for a little while (such as an address change coming at an inopportune time).
Our subscription model relies on the knowledge that we have predictable guaranteed sales each month, and people using suspensions to regularly gang up months worth of subscriptions into larger packages on a slower schedule works against that goal. We also don't want people using suspensions to retain benefits that should no longer apply.
If Cosmo isn't already doing so, we'll soon be making it clear that if you want a suspension, it needs to be for a limited time (and Gary will be writing code to allow suspensions to have scheduled end dates); when your subscription resumes, you have to agree to pick up everything that was waiting for you. Otherwise, you'll need to cancel and resubscribe, meaning you'll miss out on any subscriber benefits in the meantime.

Oohh, ok, sounds kewl.
I've seen so many cancellations of late that sound temporary in nature that it seemed like a good idea to perhaps clarify the differences available - thank you for replying (after hours I presume, no less!) Vic!!
Like me - once I finally got my finances under control and rebuilt from repairing my car, I just unloaded something around 1/3 or so of my income tax refund to catch back up.
I don't mind having to cancel, although I do wish I hadn't lost the 'charter' of my suberscriber tag.
