Elizabeth I, Queen of England and Queen of Ireland, last and perhaps greatest of the Tudors, held the Crown, Church and Counrty at what would have been the one of Great Britain's greatest time of challenge.
Despite of a nation and Court divided, she humbled The Spanish Armada, the greatest sea power of its day. She was patron to English adventurers such as Sir Francis Drake and John Hawkins. In her day, poets, playwrights such as Christopher Marlowe and THE BARD, William Shakespeare, flourished like never before.
She lent her name to The Golden Age, indeed THE Elizabethan Age was named for her.
That and she had guns and canons dude.

Actually, many historians believe she was not attractive. However, she was great at the art of seduction.

Could Elizabeth fend off Rome so close? One could argue it was the weather that defeated the Spanish Armada.
Cleopatra did not fend off Rome either. Her armada lost at the Battle of Actium, and Egypt was absorbed by Rome.
Elizabeth's country remained independent, and eventually surpassed Spain's empire.

I guess Catherine the Great would not be a much better comparison.
Well, Catherine was a German who managed to become an exceptionally well-regarded ruler of Russia, so I expect that is a rather significant accomplishment. And considerable territory was added to Russia during her reign.
I would not particularly compare her to Elizabeth, but she is reasonably on the level of Cleopatra, despite Cleopatra's eventual defeat.

Yeah, I am drifting here a bit trying to find a comparable comparison. Joan did not have to lead a country. On the other hand, how many actual battles did Elizabeth command?

To Elizabeth I?
Well, a basic contrast is the woman she executed, Mary of Scotland.For actual ability though, probably one the Byzantine Empresses, Irene or Zoe, or one of the Queens of Navarre perhaps. Eleanor of Aquitaine, although never sovereign, is also a good comparison.
