So, I’m looking back at Skald’s description in SWW because he went along with the others in HTBM and I wanted to appropriately advance him. I get to the part about his possessions and it says, “two unused tickets to the Lachrymal Theater in the Styes to see ‘Feasting Corpulence of Devils’” and I’m like WTF? Then I reread the history and it’s really interesting; the whole Councilman Rashlen bit is a great hook. Does any of that come into play anywhere else in the STAP? Is it a reference to something else outside the STAP? I’m just intrigued.

It's likely a callback to The Styes (Dungeon #121) and/or The Weavers (Dungeon #138), both written by the author of SWW.
Anyone have the magazines in front of them to elaborate?

FYI- the man is listed as a ranger / assassin
That would be Rashlen. Sorry, I figured that since Skald appears in SWW you'd know I was talking about Rashlen. Sorry, the way I phrased it was sort of ambiguous.

Hey, it's cool. That's what I figured, I just wanted to be sure. So, really, this little background on Skald is just for flavlor? There's not much more to it than that? I mean, I could easlily turn it inot a whole adventure if I so had the mind to.

I haven't read "The Weavers" so I can't say for sure, but I'm going to assume that it's unlikely that Skald actually appears in either adventure, and these little asides are just there to tie Skald to the Styes . . .
The Styes was voted the number one fantasy setting according to Dungeon 150 BTW.
