Really sad! It was Necromancer Games' idea to deliver those rules in an Advanced Player's Guide which were missing in the 4e PHB.
Am I correct that the GSL back and forth is responsible for Necromancers handling over such a valuable (and surely in high demand!) product to a different publisher?
Paizo's and Necromancer's combined market position surely would have been considerably improved, if Paizo published the reference 3.x rules and Necromancer the essential 4e rule supplement/ completion...

Yes.
Clark Peterson has indicated that until he gets clarification on the new terms of the GSL, he cannot move forward.
Since the APG is a bit time-sensative (i.e., it needs to be out before PHB2), Clark agreed to let Ari shop it to a publisher who was able to get it out faster.
