Question on Attributes

The pathfinder society book says "In the case of negative point values, the points are added to the character’s pool," does this mean that if i chose 7 for my charisma would i have 24 points to work with instead of 20 since 7 is a negative 4. also i know we are supposed to use the 3.5 rules for the game but the pathfinder society book gives a different way for first level hp. so do i follow 3.5 or the pathfinder society book for my hit points.

I would say that the PFS guide overrides the 3.5 rules where listed. You still get max HP plus Con modifier at first level. If you went with the 7 Charisma, yeah, you'd have some extra points to play around with.
