Listening to this it does seem set between the end of season 2 of Torchwood and the Stolen Earth episode.
Just received the cd of this, will tell more later after finishing listening to it.

Sorry about that, finally managed to finish listening to it, after the actual afternoon play is an intro to Torchwood and an explanation about it.
Apparently RTD had ideas for psychic cops and got to use that idea after doing doctor who and introduced Captain Jack to the series.
Not bad overall.
