I tried to right something up, and it just doesn't work well (for me). I think the best bet would be to use another faction for the character to actually belong to, and have it written into the backstory that the character was raised in Cheliax, probably as a slave, before being struck by divine inspiration.

Hmm. Could anyone who owns the Pathfinder Campaign Setting give me a hand. Is there anyway you could see a Paladin in service of Cheliax?

Sure, two workable concepts spring to mind immediately, and I think there's a third rattling around in there somewhere.
If you decide that, and focus on,
the fact of Cheliax= Evil/Devil's
then it's a bit trickier, but that's no harder to get past than all Andorans = fluffy & cute labrador puppy motivated all-american heroes.
A few ball-park things to work with -- it's easier if you either (1) focus on the lawful aspect (of both the LG PC and the LE rulers), or (2) make it explicitly good vs evil, so go with either LAWFUL (with a dash of good) or GOOD (with a dash of law); remember that good =/= nice, and lawful =/= fair; work with the lesser of two evils; the 2nd, 3rd, and 4th most worshipped gods in Cheliax are LG or LN; Chelaxians opposed to the current regime may well look at the most obvious alternative (Andoran) and shudder -- so think about the alternatives; go classical -- there's plenty of history in conflicting loyalties, esp loyalty to your nation vs loyalty to your rulers; go modern; LG has to play by the rules else it isn't LG, and if it gazes long into an abyss then there are obvious risks...
This is based on the PFGaz there may be material in the PFCS that changes things, but I don't have access to that.

I noted that there are alternative deities to Asmodeus in Cheliax, but I wonder what the Chelaxian side quests will be like; will they be things that a halfling paladin of a good Chelaxian god is willing to do?
Without seeing the sidquests yet, my first reaction is, "the coolest part of that character would be trying to find ways to accomplish those goals without violating the character's code..."
