I assume the plan is for Golarion to remain property of Paizo and not open to outside publishers to use for adventures and such.
You are correct.
WIll it be ok for fans to make adventures specific to Golarion and put them on the web or as free PDFs?
Our policy is still being written, but fan adventures are probably not in the cards.

And why not? Loads of other RPGs allow those (and some of them are quite large, like the German DSA)...

Hello Lukas, hello Vic,
I think over-supply of adventures is what Paizo might dislike. As a company their first goal has to be to sell all of their products in order to be profitable.
On the other hand - considering the production values of self created adventures for published settings - I don't think that there is any real danger from that side.
Vic: Ulisses Games in Germany should be able to shed some light on their experiences with fan written adventures. After all they publish both DSA ("Das Schwarze Auge"/ "The Dark Eye") and in the near future german Pathfinder products. ;-) They can surely provide some first hand experiences...
Cheers,
Günther
