So I've seen this Flash Ad on several websites and it got me thinking about creating an ad for Second Darkness. The ad wouldn't be to generate click-through revenue but to drive traffic to Paizo.com.
What would Paizo's policy concerning this be?

I hope they don't. Flash is the bane of the internet and the last thing the internet needs is another flash movie to increase the amount of time a page takes to load.
Spam is actually the bane of the internet, and I would much rather like to see unsolicited emails about Pathfinder in my inbox than about cheap viagra or make money quick schemes.

I think you are missing the point.. my question was more out of a legal stand point. A fan created flash ad posted on my website that links back to Paizo.com. If other fans wanted to post it on their websites, they could do that as well.

Nah, I'm not a fan of Flash for various reasons, but mostly it's like anything else in web design. It's fine when it's well written, with intuitive interaction, tasteful design and used in websites that have due consideration for those who aren't interested in the extra load time/shiny stuff or refuse to install Flash (every time I see a website full of OTT Flash and no html-only option, or even an html-only version that's clearly had no effort put into it, so is poorly laid out and butt-ugly, I want to stab people). Unfortunately the web is full to the brim with people lacking in coding skill, taste or subtlety. I'm sure Trent's just thinking of putting together something for fans to put on their personal websites; something low impact, but stylish enough to grab people by the eyeballs and bring them to the Paizo fold :).
As for flash ads of the more spam-like variety (rather than a little app for people to show support of their favourite game publisher), that's what Adblock Plus is for, a handful of regular expressions and I can't remember the last time I saw an intrusive banner ad :).
