I'm about to start Rise of the Runelords, and one of my players has his heart set on a mounted character, to the point of selecting Mounted Combat from First level.
I'd like to run the AP with as little customization as I can get away with, since I'm doing it to save time. Could those of you who have played the whole path please advise? Will he be an effective build? Thanks!

I'm almost through DMing Skinsaw. So far, the answer is a "no", and from what I've seen of the upcoming adventures it doesn't look like it's any different in those.
In my group, the (Half-Orc) Paladin PC has ditched his warhorse for some alternate ability from one of the splatbook, don't remember which. So far, he's glad he did.

Depends.
Small sized PC on a medium size mount? yes, probably in every chapter (Halfling on a riding dog, Gnome on a dog, wolf or dire badger, etc.)
Medium sized PC on a large mount? no.
The primary action in all chapters happens in dungeons/confined space environs.
Chapters 3, 4 and 6 have significant encounters in "open" space, but these encounters are still only a fraction of the AP.
