Master of Chains

Has anyone played the Master of Chains PrC? I know it's 3.0, but I was wanting to know a few things. I'm not playing this character just thinking about it, and writing a few things down.

What were the weakness of this PrC? Strengths?
How did you build him? Play him? Equip him?
Magic in the mix? Magic items?
What comments/general statement would you like to make about this PrC?
What would you change/suggest?

A friend played one a few years ago and I don't remember the details, but I remember the general consensus. The Master of Chains is built for an npc. All of it's abilities come from being surrounded by chains. An adventurer doesn't have that luxury. To make it work for a PC, you need a way to make its abilities work outside of a room full of chains.
