I think it can be, yes.
The sheer number and spread of giants in the AP pretty much demands that you place it in Xen'drik, but I don't think that would becessarily cause any problems. Magnimar becomes Stormreach, and Sandpoint and Turtleback Ferry become smaller, isolated communities elsewhere on the continent. You have to place a ludicrously high mountain range somewhere on the continent, but I don't think that's necessarily a problem.
For the bad guy, I would probably remake him as one of the Lords of Dust; that ages him significantly, but not in any sense that would matter, I don't believe. Just sketching it out in my head, though, that's the only major change that I would personally want to make - I think the rest of it would flow pretty nicely without any modifications at all.

This Thread contains a bit of discussion regarding an Eberron Conversion.
In the meantime I came up with another plan which I posted in another thread. To quote myself:

I'm considering replacing Sandpoint by Ardev , Magnimar by Sharn, Fort Rannick by Orcbone/or Drum Keep, Xin-Shalast could be placed in the Blackcaps (or the Graywall Mountains). I'm also thinking about replacing Turtleback Ferry by the Town of Xandrar at the shore between the Silver Lake and Lake Galifar.
There's still a lot to think about but I could easily see the Fleshweaver weaving a plot to create a war between Breland and Droaam to further his own sinister interests. The location near Droaam and Mordain being the BBEG explains all those creepy new Paizo monsters very well. So I'll see how far this goes, but it feels right at the moment.<<
So yes, I think it is doable.

Some have suggested that areas from Pathfinder could be tacked onto one of the un-detailed continents in Eberron.
One minor problem I see with putting RotRL on Xen'drik is that Xen'drik is a jungle while Varisia is temperate.
Also, Xen'drik has jungle-based drow, while there aren't any surface drow detailed in Pathfinder yet.
I think Varisia has a much bigger human population than Xen'drik, so the threat of a Giant Invasion probably carries more weight in Varisia. I also think that both Magnimar and Korvosa are bigger than Stormreach.
However, there are some strong parallels between the huge ruins in Xen'drik and the huge Thassilonian ruins in Varisia.
Instead of a Lord of Dust, I would suggest making the big bad a resurgent Storm Giant Wizard-King.

My RotRL game is placed in Eberron and I took a more simple method. I changed Sarlona to be Varisia lands as both are suppose to be the ancient cradle of human civilization. I am using both Eberron religions and Pathfinder ones together to also express how different these ancient lands are from Khorvaire. So why their are a few temples dedicated to the Church of the silver flame in example they are very rare in Sarlona/Varisia and just taking hold compared to the older and better established Pathfinder religions.
Another difference was I actually removed the influence of the Dragonmarked houses as I made Dragonmarks into Sinmarks instead which are associated with the seven primal sins. So varisian tattoos are accepted, but Dragonmarks(ie Sinmarks) can get a PC stoned to death or chased out of towns.
Understandably this changes some of big themes of Eberron, but we have played several Eberron games in the past and my players are having fun with the difference style game. I also removed most of the influence of the Inspired from Sarlona and was able to fit the land maps pretty easily into the Sarlona continent.

I plan on running RotRL in Eberron. I was actually going to set it in the Lazaar principalities and merely have it as one of the main islands in there. The later parts could jut onto the Mror Holds only the Lazarr side of these. Play around with the timeline and away you go. I always picture the Lazarr kingdoms as a set of independent city states and you could easily play around to make the locations in RotRL fit that mould.
You can explain any dragons as working on part of their prophecy as a kind of self fulfilling cult (its what I did to fit AoW into Eberron). I plan on having the giants as more brutal remnants of the giant rulers of the past that scattered after the elf /dragon wars. The runelords could easily be the ancient giant ancestors of old, prior to the cataclysm.
I also plan on running CotCT in Eberron if my gaming life spans that far into the future. I'd set this one in Aundair? (I think that's the kingdom ruled by the queen). This would only then really require changing names of cities and religions to get a match. I haven't looked at this one in much detail though as I don't want to spend resources on something that may not come to fruition.
