It does nothing - no variable numeric effects to enhance. The weapon damage would not be empowered.
Since it isn't a valid spell to be made permanent, I'd recommend not making a permanent magic item out of it. If you went ahead and did that, I'd rate it at around a +3 enhancement (+1 for the bonus granted, +2 for two shifts of die type).
