Two questions, actually.

How does Empower Spell interact with shillelagh?

How would you go about pricing a permanent shillelagh?

Shillelagh creates a +1 quarterstaff, correct? I believe it costs as much.

It does nothing - no variable numeric effects to enhance. The weapon damage would not be empowered.

Since it isn't a valid spell to be made permanent, I'd recommend not making a permanent magic item out of it. If you went ahead and did that, I'd rate it at around a +3 enhancement (+1 for the bonus granted, +2 for two shifts of die type).

(retracted -- Russ is right)

Thanks all! I tend to agree...was trying to get some impartial opinions to fall back on.
