The badge of passage is a relic from an early draft of the adventure. The designers originally intended teleportation to be impossible without a badge of passage. They later decided that this would be a bad idea and scrapped the idea.
I think that someone figured out that 4 war ape brutes with Ulu-Thurg would make a EL22 encounter.
