Lich PrC

Is there a PrC that turns a player into a lich? I swear there is but can't find it.

You're thinking of the Dread Necromancer base class from Heroes of Horror. At 20th level you become a lich.

There was also a 'net PrC that did it... Some overpowered thing named something like Ultimate Necromancer, Death Lord, or something like that.

A friend thought I would be interested in it and showed it to me. I don't remember much about it.

I think that there was a racial advancement available on the WotC site a while back. Over something like 13 levels you slowly transformed into a lich.

The Walker in the Waste from Sandstorm allows you to become a Dry Lich. Most people find it superior to the basic Lich.
