Magic Items, I'm confused!

I have just been looking at the SRD (www.d20srd.org) about magic items and I am slightly confuzled!

Anyone can use magic armour (give or take spell failure, and being able to use the type of armour normally etc)

Anyone can use magic weapons (assuming they are proficient with weapon type etc)

Anyone can use potions/oils.

Anyone can use cloaks/rings etc, anything else that is worn.

Only spell casters can use scrolls.

Who can use rods/staffs/wands?

Use magic device enables you to use things when you normally wouldn't be able to....but how do I know if you normally can't?

I hope that makes sense, as I say, I am confused!

Activation

Wands use the spell trigger activation method, so casting a spell from a wand is usually a standard action that doesn’t provoke attacks of opportunity. (If the spell being cast, however, has a longer casting time than 1 standard action, it takes that long to cast the spell from a wand.) To activate a wand, a character must hold it in hand (or whatever passes for a hand, for nonhumanoid creatures) and point it in the general direction of the target or area. A wand may be used while grappling or while swallowed whole.

Spell Trigger

Spell trigger activation is similar to spell completion, but it’s even simpler. No gestures or spell finishing is needed, just a special knowledge of spellcasting that an appropriate character would know, and a single word that must be spoken. Anyone with a spell on his or her spell list knows how to use a spell trigger item that stores that spell. (This is the case even for a character who can’t actually cast spells, such as a 3rd-level paladin.) The user must still determine what spell is stored in the item before she can activate it. Activating a spell trigger item is a standard action and does not provoke attacks of opportunity.

Anyone can try to use armor/weapons. Whether they are effective or not depends on their proficiency.

Anyone can use potions/oils/most of the wondrous items.

Only spellcasters of the right type can reliably use staves/wands.

Rods vary by type

Spellcasters of high enough level and the right type can use scrolls safely.

Use Magic Device allows you to use things you normally can't. (Rogue using scrolls, wands, staves, etc.)

Check the section in the SRD "magic items" and look for using/activiating for further explanation.

Thanks Ungoded, didn't think to chase up the spell trigger phrase.

What do you mean like by this? The only restriction I could see for scrolls was that the spell be on your spell lists, nothing about level...

If a caster tries to cast a spell from a scroll which is too high level for him to normally cast, there is a chance that the scroll fails and zaps the would-be caster. For example, if a 1st level wizard finds a scroll of Fireball and tries to use it, there are one or two saves/checks involved. If the wizard fails them both, the scroll's arcane energy backfires and the wizard takes damage.

No trying to caste scrolls made by casters that are of a higher level then you require one to make a caster level check against a DC of scroll makers caster level +1. Failure means the attempt to cast the spell fails and a DC 5 wisdom check is required. Fail the wisdom check and the magic on the scroll backfires.

Thanks all, I think that all makes sense now!
