My players are all goblins from the Birdcruncher clan, so I'm guessing that they're not going to be best buds with Shalelu Andosana they way that the AP suggests they ought to be. Initially I didn't think that this was going to be a problem, since her primary role in Burnt Offerings is to provide the players with information about the local goblin tribes.
She has a larger role in The Hook Mountain Massacre, with a backstory of abandonment and resentment that gives motivation to one of the NPCs to leave the fort, which is necessary. I can swap this story over to another NPC easily enough (though she'll likely be human). The Company of the Old Light is an adventuring group based in Sandpoint, and they get all the praise for any heroic stuff done by the PCs. One of them is a commoner woman with little backstory, and I could easily use her for this (by saying that Jakardros is actually her dad, having had a one night stand with her mother when he was wandering around after abandoning Crying Leaf). The Company of the Old Light will probably be heading to Fort Rannick anyway, so it's even tidy.
Is this enough, or are there more roles filled by Shalelu that I need to fill? Does it matter that I'm removing the primary elf NPC from the campaign? If it's a problem I can always have Shalelu join the Company of the Old Light, though she'll raise the average effectiveness of that group by about 500%. Someone will need to replace Tsuto by then anyway.

Shalelu's role in the campaign is more or less done with Hook Mountain, I think. She MIGHT show up again in the last adventure. But don't worry too much; running a group of goblins through Runelords is going to necessitate enough changes as it is that losing Shalelu isn't going to make much of a difference. :)

It's moot. The Birdcrunchers managed to make an alliance with her (shaky and temporary, but an alliance nonetheless). She accompanied them to Thistletop, where she fell to the shadows (and got back up and nearly wiped out the party).
At least now I don't have to concoct an explanation as to why she's not going looking for her step-father.
