I've finally read through Serpents of Scuttlecove and I've noted that each and every Crimson Fleet Captain is a Lemorian. Why isn't Javell? Why had she never been to Scuttlecove? It doesn't seem it would be a secret from the Crimson Fleet captains. She is/was a Crimson Fleet Captain, right?
My players just helped her defeat the 6 svg. pirates in The Bullywug Gambit and in our next session they will get to speak with her. I'm worried that I have misunderstood something and my players will note an inconsistency in the Crimson Fleet captains. Advice?

She struck me more as a freelance smuggler employed by the Crimson Fleet than an actual Crimson Fleet captain.
I'll poke through the sources and see if there are any indications of who she is more closely affiliated with.
EDIT: After recoiling from the chaos at Kraken's Cove, she rides a skiff to a Scarlet Brotherhood port and fast talks her way on to a ship. From there she makes her way to Scuttlecove with vengeance against the Crimson Fleet on her mind for the death of her crew.
At first I thought maybe she was a Scarlet Brotherhood captain, but according to Vanthus' history, they are enemies with the Crimson Fleet. Looks like she's just on her own. That, or she was indeed a Crimson Fleet captain, just not converted into a lemorian yet, but it would strike me odd that she didn't know what the pearl was for at that point.

"Harliss is a mercenary captain who signed on with the Crimson Fleet to aid in the delivery of a shadow pearl to Sasserine. She didn't really realize what she was getting into, and when the pearl went off and ruined her crew and allies at Kraken's Cove, she realized that the Crimson Fleet was up to something more than smuggling jewels. Her primary motivation in "Serpents of Scuttlecove" is revenge against the Crimson Fleet, and the adventure assumes that she'll team up with the PCs to do so. Of course... nothing in D&D is that easy, so expect some trouble along the way in the adventure..."

"Harliss is a mercenary. Most of the Crimson Fleet is mercenaries, and most of them have never been to Scuttlecove. Her role kind of changed between conception in "Bullywug" and in the end, which is why there's a little bit of a disconnect. But yeah, she's a mercenary captain."

If I remember correctly, Capatain Javell's role changed slightly during the writing of the STAP.
She is a pirate captain of the Crimson Fleet, although (as explained later) obviously not part of the Inner Circle, perhaps not anymore ?
Then again, membership of the Crimson fleet does not seem like a thing that comes with a managment contract and an organisational flowchart, management perks and "template-options"... Taht is reserved for TRULY EVIL organisations like... ahem !
