So what is that large buckle-like piece called?
It looks like 3 belts are attached to it, one for pouches on her right thigh, one that goes behind her back for her staff and no-a-sword, and then another on her left thigh that we can't see but can assume has more pouches on it, perhaps for spell components.
There also what looks like there's a top strap that goes over her hips and around her waist, perhaps to keep the device on her.
I'm not sure it needs a name. Fantasy artists are big into random and extraneous buckles and straps these days. I can just hear the elf-chicks on The Magic Channel exclaiming brightly, "Buckles are the new chainmail!" Look at Hennet in the Players Handbook--it takes that guy 15 hours just to get dressed--he affects that getup just to rub it in that he doesn't have to prepare his spells, so he has all that extra time in the morning.

Honestly I think the top strap is the only strap attached to the device. I would guess it is a 'girdle' of hardened leather, partially to protect the abdomen of the wearer, but also to cover and protect the buckles from her belts and baldrics preventing them from snagging on items and glinting in the light when moving stealthily.
That is just my opinion though.
