Sodden Hold...Replace the bad guys?

I was wondering if anyone had any suggestions on how I can change Sodding Hold to better fit my campaign setting. I have a homebrew world that I'm running AoW in. Backstory is:

The prime movers and shakers behind Kyuss are Tiamat and her wayward son Merrshaulk (the god of the Yuan-ti). They have this plot to bring down a world ending event on the humanoid civilizations by turning them all into undead and letting them rot away in a few decades (payback for a similar stunt pulled on them a few million years ago -the comet that killed the dinosaurs and other saurian life was the deliberate act of a god in my campaign). When the time is right, the draconic and yuan-ti races will rise from their hiding places and take over the world. Mwah hah hah.

With that as the background, the whole mind-flayer and doppleganger criminal gang just doesn't work for me. I think it adds another faction to an already complicated machination. What I want to do is change the gang for a group of somethings/someones who are already in the conspiracy, but I just don't know who. I guess the yuan-ti are an obvious choice, but how should I populate the Hold to reflect that? Any ideas on BBEG/minions? Minor plot alterations? What about the whole doppleganger bodysnather thing and the mind copier? Any ideas?


As I recall Yuan-ti are rather fond of kidnapping slaves. Maybe mysterious disappearances? Or they capture people, enslave them and get them addicted to some terrible substance, then put these people that they own back in positions of power in the Free City. Dragon #305 had an excellent ecology article on the Yuan-ti that should be good for lots of inspiration on how they might interact with humans if they are living secretly in a human city.

I have that article! That's partly what gave me the inspiration to use the Yuan-ti as part of the plan. Tiamat's spawn are just neat, so I thought they'd be great pawns. Spawn pawns if you will. :)

Following that line of thought, Loris could be under the influence of their drugs and a pawn in the Champion's Belt, rather than one of the real movers behind it.

I guess I could repopulate the Sodden Hold to be a Yuan-ti nest. The city is rife with the corrupting influence of foreign gods and the lair looks pretty warren-like. Yes, this could work. Broodguard sentries, half-corrupted prisoners, a super-genius snake monster BBEG, and the octopins have to stay. Corrupted changeling impersonators would be a good substitute for dopplegangers too.

Thanks for the push in the right direction. Guess I had writer's block and I needed a sounding board. Better jot this all down before I forget!
