Yeah... bullywugs really do have TERRIBLE ability score adjustments. That, coupled with relatively no other benefits kind of makes them worse than kobolds in a lot of ways. Which is too bad. And poor design, since one of their BIG abilities is their super-charged summoning ability when they cast divine summon monster spells... but a Bullywug with the elite stat array has to put his 15 in his Wisdom to even be able to cast 1st level spells. Lame.

But a +6 Con can offer them a few select ways to overcome their flaws. Obviously, a bullywug barbarian is tough in the long haul--even though they lose plenty of skill points--but a bullywug incarnum user (likely totemist--given their apparent tribal tendencies, this seems appropriate) could be a threat.
I did find that the Trub Glorp Hunters worked as good templates to use to rearrange scores, and make bullywug enemies in the tribe with different classes. I set my PCs up against Hexers (hexblades--with a sad 12 in Cha) and Black Dragon Shamans, which livened the fights up a bit.
Even with their flaws, they have a certain "sub-par" charm that other races don't.

I think bullywugs are a little bland because of the description. They are based on the bullfrog, but imagine how much more flavorful they would be if the description matched that of a poison dart frog. Bright yellows, vibrant blues, deep greens in spots, stripes, and random patterns. To that end I would consider giving them a leap (improved charge?) attack, poison (or at least poison use), swallow, or a climbing move. I have not bothered to crunch these numbers out, but since my mate will be at a dig this weekend I just might. I need a side trek and the Amedio jungle has its own flavor ... I am feeling suddenly inspired. I will be describing them as dendrobatidae and not bullfrogs.

And..uhm...let's rename them too. "Bullywug" just doesn't do it for me.
