stat block question for TOLIN KIENTAI

In the Melee section of TOLIN KIENTAI's stat block from Dungeon 143, it says
"+1 short sword +12/+7 (1d6+6/19-20) or
+1 short sword +10/+5 (1d6+6/19-20) and
+1 short sword +10 (1d6+4/19-20)"

From the writer's submissions guildlines it says about the Melee section
"Each line of this entry should contain all the relevant information for a single weapon, followed by an “and”
(if the next line is part of the same attack routine) or an “or” (if the next line is part of a different
attack routine)."

The question is in the above example is how to read the different melee options?
Is it a full attack +12/+5
or
a full attack +10/+5 with an additional +10 attack (so three attacks in a round?)

The +12/+7 refers to when the NPC is using a single short sword, while the +10/+5 AND +10 refers to the characters two-weapon fighting.

I think - I don't have the magazine in front of me, and am neither the author or anyone particularly in the know. But that's what it looks like to me.

Correct; one is for single weapon fighting, one is for two-weapon fighting.
