I was wondering how i could incorperate the gates of dawn into my campaign withoput just saying, okay you guys want to change then go here. by the way the gates of dawn is a small side quest for those who want to change the characters ( everything about their characters) without dying and making new people. one of the players wants to be someone else now but i cant just kill him so he can make a new person, his character doesn't want to die and i'm not going to kill just so someone else can come in. (the gates of dawn mini-quest is in the players handbook II)

If your player really wants to change his character, you have several options. You don't have to kill his character to have him make a new one: you could just have him make a new one and say that the old one wanders off into the world.
If you really like the Gates of Dawn side quest, you can always present the situation to the player that, if he really wants to change, he must research how to change. Then you don't have to just tell the party to "go here"--instead, the party will chase the Gates of Dawn and you can make it the hook that guides the group to wherever you want them to go.
