Magical Weather Article - What Issue Was This From?

I remember there being an article in Dragon a couple of years ago about magical weather. It had a handful of spells for affecting the weather as well as a Weather Mage type prestige class.

Can anyone tell me what issue this was in? I think that it might have been around issue #300 but I'm not too sure.

I think you're thinking of Mike Mearls's "Arcane Weather" from Dragon #308.
