There aren't many "Huge" animals to compare it to. It is probably closest in comparison to a Dire Tiger. The biggest difference is the lower HD than a Dire Tiger. (It is kind of amusing comparing a big rat in power to a dire tiger.) The HD and AC seems a bit low for a Huge creature. And speed of only 10 ft.? Is it just a blob?
In answer to your question, I would probably give it a 4 or 5 at most based on what you have here. The very low AC, the 10 ft. move and the fairly low HD really make it less of a threat than it would otherwise be. If it had an AC 18 and a move of 30 ft. and closer to 16 HD I would probably give it a CR closer to 6 or 7.

I would have to say the CR to me lies in the description of the monster. Its one huge weakness is the speed... how obvious is this going to be to the PC's?

If this is in the description then your group is just going to back up and shoot it 20 or 30 times with ranged attacks and gain some free EXP. Most of the PC's in my game have some sort of enhanced movement from magic items or special abilities, they dance about the battle map.
I'd say CR 3 or 4 sounds right to me.

I feel 6-ish because, in the chance that you do get into melee with this thing, the sheer number of hit points and damage capability feels like something that a 6th level party would have a moderate challenge overcoming, but considering the low AC and speed, I think that places it well within the "20% resource expenditure" range for such a party.

Guess I should have made note of the environment. This creature would likely be encountered in the cramped confines of a sewer...
I was also considering giving it a disease with its bite. Would filth fever (DC 21) bring the CR to 7?
I'm actually not sure that disease would affect the CR at all. It takes 1 to 3 days for the disease to set in, and thanks to the "Heal Plz" view of clerics, curing a disease is only a spell slot away for 7th level clerics - not a challenge at all. What do you think?

I still feel that CR 6 is a bit high for this. It seems to me that the confined spaces actually hampers the rat more than helps it -- especially in the CR area.
Personally, I would keep it at size large (Huge size doesn't do much more than get the players to say -- "Wow, that's big!!") give it a 30' move, keep the same number of hit points/hit die (or even increase them slightly), give the creature filth fever disease with its bite, and you would have a good solid CR 6 or 7 creature.
The more I thought about it, the more I felt that the low AC and the very low movement doesn't really even make it that much of a challenge for even very low level parties. The party can simply throw rocks at it from 30' away and eventually kill it without ever really being in danger.
I might also include that it always has 2 or 3 rat swarms around it. Not controlled by it, but just interested in feeding off the leftovers.

I just took a look at the stats again, isn't the ac off by a few points. I assume you took a rat and then just kept adding HD and size increases at it until you reached the above result?
Being huge, would the rat not have a natural ac bonus of +9?
If so, the ac would be 15 (10+9 nat -2 dex -2 size)
Being obese meant that you reduced it's movement right? Doesn't all that extra fat warrant a natural armor bonus?
EDIT: nope the ac is correct as is, +5 natural armor
