I think so. I believe James Jacobs has said that most of the PrC's from Stormwrack are pretty appropriate for Savage Tide. One of the players in my (gestalt) campaign is going to be a Bard/Paladin of Freedom (Unearthed Arcana variant chaotic good paladin) who goes into Legendary Captain.
