"Monstrous" Dungeon Submission Question

When designing an adventure, can one use 3rd party monsters (or items, feats, whatever) in the adventure, or can it only be WOTC material?

For example: What about Necromancer's Games' "Tome of Horrors" or the "Creature Collection" monster books by S&S

(I did look in the submission guidelines and while it didn't say that you could, I also don't recall it saying you *couldn't*, either.)

Are they designated as Open Game Content? That would seem to be the deciding factor.

If you're doing an adventure for Dungeon, any of the books produced by WotC are acceptable. As are any monsters we produce in Dragonor Dungeon. Since neither magazine is open content, we can't use content from other sources.
