I don't see any problem with running Age of Worms before Shackled City. Three things to keep in mind however:
1) In Spire of Long Shadows, the players become aware of several things that prophesise the upcoming Age of Worms, including the eruption of Cauldron.
2) When the PC's meet Celeste in Shackled City, they are unaware of who she works for or if she's trustworthy. Celeste, however, is introduced in The Champion's Belt as an ally working for Manzorian.
3) The Cult of the Ebon Triad was first introduced in Shackled City wherein they had a fairly minor role. In Age of Worms, the PC's go up against the cult and ultimately defeat its leaders.
