So who or what do bullywugs worship?
Do you think they were narsty humans that hung around too close to Tsathoggua too long?

I think they worship Lagozed the Devourer, but some worship Dagon ...

I see Lagozed as really more for troglodytes, though reverence by some bullwugs would make sense. Pulling from the old Monster Mythology book, they'd worship Ramenos, deity of somnolence, intoxication, and decay. Wastri is also a very "bullywug" related deity in Greyhawk.

The bullywugs of "The Bullywug Gambit" aren't very religious, with the exception of their shaman, who worships the demon lord Dagon.

Wastri is heavilly associated with bullywugs in Greyhawk, of course, but him being lawful evil and the bullywugs of this adventure being chaotic evil made that hook-up implausable.
