Will there be a download of stat blocks for the Npc's of Sasserine from Dungeon's 139 outline of Sasserine or is up to Dm's to stat them as needed.

Ouside the STAP overload, I think something could help you : for AoW, a few people had worked on NPCs ready-to-run (mostly 1st to 3rd level), and I guess they could easily be used or re-used for ST.

Busy's putting it lightly!
There isn't going to be a mass of statblocks for minor NPCs of Sasserine, like there was for Diamond Lake. With Diamond Lake, we could cover the majority of the NPCs in one fell swoop, but Sasserine's MUCH larger, and therefore we'd end up having to pick and choose NPCs. Plus... we don't have the resources or money budgeted to build several dozen stat blocks for Sasserine.
More NPCs will be statted up in the adventures to come, of course, but beyond that, Paizo has no plans to do an Overload-style stat-block collection for Savage Tide.
