When I considered using such a feature in a campaign before, I intended the use to be a continual, round-by-round targeted dispel. I suppose that the caster could choose the form they wanted, either continual dispelling, one character per round recieving a targeted dispel, or an area dispel every round. All seem equally valid, and the caster would just have to chose one, but it should not function as a combination of all three at once, or that will be far too strong.

Well, a round-by-round targeted dispel would be the most powerful effect because every spell and magic item that affects a PC would be dispelled.
As for a combination, I meant that it would effect those who enter as an area dispel and then after that it would function as a counterspelling agent since it would be continually dispelling any spells and magical effects as they happen.
