I have a hand drawn map of my campaign world but would like to start modifying it on the computer instead of hand drawing all the countries,and doing another map of the geographical features,and another of where lost kingdoms are.Any programs that allow you to import(scan?) a map in and edit it?Preferably cheap(around 40 to 50 bucks) and not too complicated.

Hello Bundori,
after scanning in your hand drawn map you should have a bitmap graphic file of it on your computer. Actually the "built in" programmes like Windows Draw should be sufficient to do some easy modifications to your map. If you need more functionality, you'd have to spend more money, though.
Real RPG drawing programmes usually don't support scans. Support of bitmap files differs greatly, too. E.g. Campaign Cartographer largely uses vector graphics and therefore supports scanned in (bitmap) files only as background layer.
