I would like to put a subplot in my Necropolis (free city). As the name hints at, It is ruled by undead. I don't want the revolution to succeed, and I want the players to be saddened that it didn't win. Some help would be appreciated. I don't want them to be involved in the revolution directly, so they aren't slaughtered when the wights come out.

Not really knowing what the ruling agency is like, I would assume that any sort of undead ruler/s would have all of the time in the world and thus be very patient in planning and manipulating.
I had thought that a possible revolution could be a fabricated one. A revolution designed to bring out the ruling agencies less careful enemies. Also, a faux revolution could be easily controlled and squashed, leaving the ruled with a deadly example of what happens to insubordination.
A lot of 'vampire' inspired societies have a common theme of power plays and struggles among the ruling class. Similar to a game of chess, you move a pawn to take the attention off of the queen (or similar piece).
Making the policing faction after the revolution be incompetent or lazy could provide PCs that happened to get involved a way out.
