If a character meets the prerequisites for the prestige class at 6th level, then they could gain the ability to summon at 15th level. But the hound they summon (albeit for a limited time) has a CR of 15. The summoner himself would be challenged taking down the hound at that point.
Was the type of creature summonned a misprint, was it assumed that any character would be a higher level before getting into the prestige class, or am I over estimating the power of the summon?

Nope, it's not a misprint, and I don't think it's too powerful. It's certainly more powerful than a summon monster spell, but then it's supposed to be. Think of it more like a planar ally spell, or even a limited use gate; you can get some CRAZY powerful monsters with that!

Yes; the obyriths will certianly be getting some attention in Dungeon and Dragon in the months to come. In fact, issue #138 of Dungeon includes some encounters with them, and issue #345 of Dragon talks about Kostchtchie's relationship with two obyrith lords; Obox-ob and dead Veshvoriak.
The Fiendish Codex introduces two obyrith demons (the ekolid and the sibriex) and details four obyrith lords (Dagon, Obox-ob, Pale Night, and Pazuzu, although Pazuzu is more of a "missing link" between the tanar'ri and the obyriths). There are plenty more obyriths and obyrith lords waiting to get the spotlight.

So a couple of quick questions:
First Kostchtchie is a stud, but I guess the question is what flavor of demon is he? Is he like Orcus, appearing simultaneously in every setting, or is he specific to Greyhawk like Iuz?
Second are the obyrith lords universal to all demons in all settings, or are they native only to Greyhawk too.
Just curious how to use this stuff.

Kostchtchie (and all the demons in the Demonomicon) are technically "world-neutral," even if a few of them (like Fraz-Urb'luu and Zuggtmoy) have strong ties to Greyhawk. If a campaign world has an Abyss (or for that matter, if it has some other plane where demons live), Kostchtchie appears in that setting. More precisely, if your campaign world has lots of frost giants or barbarians, Kostchtchie will fit right in.
Same goes for the obyriths.
