How often are Dragon's back issues restocked? I'm looking for an issue (#280 to be exact), and it registers as 'Unavailable'. When can we expect more old Dragons?

In general, once a magazine goes out of print, it is gone for good. Occassionally we get a distributor or retailer which contacts Paizo and has some back issues for us to buy, so an out of print issue can come back into stock. Other times, we may find some extra issues around the office or in the warehouse and a back issue can be back in stock for a short time. But usually, once it is gone, it is GONE.

and once it is gone, it cannot be redistributed as .pdf?

Well, that is a difficult question. If it is a magazine that Paizo created, we can get those up as soon as they are sold out. However, if it was created before Paizo took over (ie. 2002) then we need to research to see if we have all the rights to put the PDF out. Once we have done that, we can release a PDF, but it takes a bunch of time to research that. Time many of us don't have right now.

Before I subscribed and missed some issues of Dragon, I had some decent luck at game cons, local game shops, and (especially) e-bay in getting back issues at or below retail price.
Some issues, like the far-famed "drow" issue or the 3 main 3.5 update issues go for a decent cent, but keep your eye open and you'll find them sooner or later.
